Uganda's Electoral Commission has officially declared longtime leader Yoweri Museveni the winner of the January 15 presidential election, granting him a seventh term in office.The 81-year-old president, who first came to power in 1986 after leading a successful rebel movement, has now ruled the East African nation for four decades.
