Independent journalist Nick Shirley has revealed a large-scale fraud scheme within Minnesota's Non Emergency Medical Transportation system (NEMT).
This report follows Shirley's exposé published on December 26, 2025 which first detailed suspected fraud involving mismanagement of public funds.
Building on that report, Shirley states that a significant portion of the scheme operates through the state's NEMT program.
Millions of dollars of taxpayers money are alleged to be used by a fraud scheme by Somali immigrants.
According to the report, over 90% of NEMT are Somali owned. These companies are alleged to be billing the state for trips that never occur often operating from residential or vacant addresses with no actual vehicles or services.
Based on estimates done by Shirley and his team, NEMT business could be pulling in an estimated $1.3 million in gross revenue annually leading to millions in estimated fraud from just a few locations.
The video posted on Shirley's YouTube page captures heated confrontations with individuals who accuse the Shirley and his team of sensationalizing and attacking the Somali community, making it about race or religion rather than fraud.
Shirley refutes these claims, stating that the investigation is solely about exposing fraud.
